<note n="2-8">Te Middelburg werden de raadsleden gekozen door burgemeesters en schepenen en deze door 24 mannen, van welke 12 de raadsleden waren en de andere 12 aanzienlijke burgers, die zelve geen burgemeester of schepen konden worden. Zij heetten ‘kiezers’, werden door den Stadhouder benoemd en bleven hun leven lang dat recht behouden.</note>
